gnu: guile-ssh: Put 'autoreconf' phase after 'unpack', not before 'configure'.

* gnu/packages/ssh.scm (guile-ssh): Add 'autoreconf' phase after 'unpack'
  instead of before 'configure', so that it will be before
  'patch-usr-bin-file' and other similar phases.
