gnu: sonic: Fix installation directories.

* gnu/packages/speech.scm (sonic)[arguments]: Replace erroneous use of
DESTDIR with PREFIX.  Add the required ‘rpath’ LDFLAGS together with a
‘respect-LDFLAGS’ phase.
