Revert "* README: Note need for subscription to bug-guile@gnu.org."

This reverts commit 51d079ab0d23e4175d333ce22eb3e74aeae5913d, which is
appropriate because subscription is not now required for someone to
send a message to bug-guile@gnu.org.
