gnu: adms: Update to 2.3.7.

* gnu/packages/engineering.scm (adms): Update to 2.3.7.
[source]: Change the url to github and use the git-fetch method.
[native-inputs]: Add "autoconf", "automake", "libtool", "perl" and
"perl-xml-libxml".
[home-page]: Use the github page.
