gnu: ruby-cucumber: Enable more tests.

* gnu/packages/ruby.scm (ruby-cucumber)[test-target]: Use the default
test-target, which includes the cucumber tests target.
[phases]: Add the 'disable-rubocop and 'set-home phases.  Delete Gemfile as
part of the 'strip-version-requirements phase.
