build: Use "%D%" in Makefile fragments.

* doc/local.mk: Use "%D%" for the directory of the fragment relative to
the base 'Makefile.am'.
* emacs/local.mk: Likewise.
* gnu/local.mk: Likewise.
* nix/local.mk: Likewise.
