  console-keymap-service, console-font-service, mingetty-service,
  nscd.conf-file, nscd-service): Likewise.
  (%default-syslog.conf): New variable.
  (syslog-service): Use it.  Turn into a regular procedure.
  (guix-service, udev-rules-union, kvm-udev-rule, udev-service,
