gnu: emacs: Delete the subdirs.el file under the site-lisp directory.

This fixes bug #38533 (see: https://bugs.gnu.org/38533).

* gnu/packages/emacs.scm (emacs)[phases]{install-site-start}: Delete the
subdirs.el file.
