gnu: cobol: Run cobol85 test-suite.

* gnu/packages/cobol.scm (gnucobol)[arguments]: Add phase to place
test-suite tarball in test directory. Change test target.
[native-inputs]: Add perl.
[inputs]: Download test-suite tarball.
