Add currently failing tests for optargs.

* test-suite/tests/optargs.test (exception:unrecognized-keyword,
  exception:extraneous-arguments): New variables.
  ("define*")["extraneous arguments", "unrecognized keyword", "rest
  given before keywords"]: New tests.
