psyntax: fold chi-top-sequence into chi-top

* module/ice-9/psyntax.scm (chi-top-sequence): Pull chi-top into the
  body of this toplevel begin expander.  This will let us do r6rs
  toplevel expansion correctly.
  (chi-top): Remove.
  (macroexpand): Dispatch to chi-top-sequence directly.
