Get rid of funvec.
* lisp/emacs-lisp/bytecomp.el (byte-compile-lapcode): Handle new form of
`byte-constant'.

Add edebug spec.
(byte-compile-toplevel-file-form): New fun, split out of
byte-compile-file-form.
